No official body asks you to pay an agent's personal bank account. If a recruiter offers "to submit for you", stop and read our support page first.
The US is 51 separate nursing boards — not one.
NCSBN publishes the NCLEX, but every state (plus DC) issues its own licence with its own SSN, credential, English, and fingerprint rules. Pick the state first — this saves months. Our 51-state directory has board names, canonical URLs, and international-nurse notes per state.
National nursing regulators.
The body that issues your licence. Every country has one — these are theirs.
Nursing and Midwifery Council
Regulator for nurses and midwives in England, Scotland, Wales, and Northern Ireland. International nurses sit the CBT (Part 1) and OSCE (Part 2) test-of-competence.
National Council of State Boards of Nursing
Umbrella body of US state boards. Does not issue licences; publishes the NCLEX test plan and coordinates the examination. Each state board issues its own licence — see our U.S. state board directory.
National Nursing Assessment Service
Gateway credential assessment for internationally-educated nurses applying to any Canadian province except Quebec. Issues an Advisory Report; the province (see Canadian provincial boards below) makes the final registration decision.
Australian Health Practitioner Regulation Agency (NMBA)
AHPRA is the umbrella agency. The Nursing and Midwifery Board of Australia (NMBA) sets registration standards for nurses. International applicants apply through the AHPRA portal.
Nursing and Midwifery Board of Ireland
Irish nursing regulator. Internationally-educated nurses undergo qualification assessment, then often an aptitude test or adaptation period.
Nursing Council of New Zealand
New Zealand nursing regulator. Competence Assessment Programme (CAP) is often required for internationally-educated nurses.
Gulf nursing authorities.
Each Gulf country has its own nursing regulator and DataFlow request. Pick your target country first.
Saudi Commission for Health Specialties
Saudi healthcare workforce regulator. International nurses register via Mumaris+, complete DataFlow verification, and sit a Prometric exam (SCFHS-RN).
Dubai Health Authority
Dubai healthcare regulator. Applications flow through the Sheryan portal (https://services.dha.gov.ae/sheryan). International candidates complete DataFlow and sit a Prometric DHA exam.
Department of Health Abu Dhabi
Abu Dhabi healthcare regulator. Tamm / DoH portal for applications. DataFlow required; Prometric exam tailored to the DoH blueprint.
Ministry of Health and Prevention (UAE federal)
Federal UAE regulator covering emirates other than Dubai and Abu Dhabi. MOHAP portal for applications; DataFlow required.
Qatar Council for Healthcare Practitioners
Qatari healthcare regulator. International nurses complete DataFlow and a QCHP-specific Prometric exam.
Oman Medical Specialty Board
Oman healthcare regulator. International nurses complete DataFlow and an OMSB-administered exam.
National Health Regulatory Authority
Bahrain healthcare regulator. Check the NHRA portal for the current international-nurse registration route.
Ministry of Health — Kuwait
Kuwait healthcare regulator. Employers typically sponsor the registration process for international nurses; DataFlow verification is common.
Canadian provincial nursing regulators.
NNAS is the gateway; the province issues the actual nursing licence. Quebec has its own process (OIIQ).
College of Nurses of Ontario
Ontario nursing regulator. Internationally-educated nurses apply after receiving an NNAS Advisory Report.
British Columbia College of Nurses and Midwives
BC regulator for RN / RPN / LPN / Midwives. Applications follow NNAS and BCCNM review.
College of Registered Nurses of Alberta
Alberta RN regulator. (Formerly CARNA.) Works in sequence with NNAS.
College of Registered Nurses of Manitoba
Manitoba RN regulator.
College of Registered Nurses of Saskatchewan
Saskatchewan RN regulator.
Ordre des infirmières et infirmiers du Québec
Quebec nursing regulator. Does NOT use NNAS — has its own process including French-language proficiency.
College of Nursing of New Brunswick (formerly Nurses Association of New Brunswick / NANB)
New Brunswick nursing regulator. Renamed from NANB to CNNB. Bilingual practice requirements apply in some health regions.
Nova Scotia College of Nursing
Nova Scotia nursing regulator.
NL College of Nurses (formerly College of Registered Nurses of Newfoundland and Labrador / CRNNL)
Newfoundland and Labrador nursing regulator. CRNNL was replaced by NLCN on 2026-04-15; the old crnnl.ca domain redirects to nlcn.ca.
College of Licensed Practical Nurses of PEI
PEI nursing regulator (LPN). RN regulation sits with a separate body — check the current provincial structure.
College of Nurses of the Northwest Territories and Nunavut (formerly RNANT/NU)
Joint regulator for NWT and Nunavut. RNANT/NU was replaced by CNNN effective 2026-04-01; the old rnantnu.ca domain redirects to cannn.ca.

The #1 expensive mistake: paying the wrong credential service. Below is the simple rule — use the evaluator your regulator actually accepts.
CGFNS
For US nursing licensure. Most state boards won't accept anything else for credential evaluation. VisaScreen (separate CGFNS product) is required for most US work visas.
NNAS
For Canadian nursing registration. Every province except Quebec (OIIQ) requires the NNAS Advisory Report before they review your file.
DataFlow
Primary-source verification for SCFHS, DHA, DoH, MoHAP, QCHP, OMSB, and MoH Kuwait. You open it after the authority gives you a request code.
WES / ECE / ICES / IQAS
These are general education evaluators — usually for university admission or IRCC immigration points, not nursing licensure.

Paying agents who "submit for you"
Most regulators disqualify applications submitted by third parties. The agent disappears; your application is void.
Opening DataFlow before an authority gives you a request code
DataFlow reports are authority-specific. Start too early and you pay twice.
Applying to multiple US states simultaneously
Credential reports aren't transferable; you pay CGFNS twice. Pick one state first.
Using a general evaluator (WES, ECE) for nursing licensure
State boards want CGFNS, provinces want NNAS. General evaluators are usually rejected by nursing regulators.
Uploading phone photos of documents
DataFlow, CGFNS, NNAS, and NMC all reject low-DPI scans. Use a real scanner or a scanning app set to 300 dpi.
Trusting a recruiter who guarantees a job upfront
No legitimate employer can guarantee hire before you have a licence. Guarantees = scam pattern.
