Almost every "I keep getting declined" question we hear maps to one of these. Most are 5-minute fixes once you know which one applies.
African-issued cards are flagged by anti-fraud systems on US/UK regulator portals. Decline happens silently — no error message.
Trying to pay USD with an NGN card without USD limit. Or paying GBP from a card with FX disabled.
Most local debit cards have a $100 / day international cap. Regulator fees often exceed that in one transaction.
Cards that work in-country fail when the issuer has not enabled 3-D Secure for international merchants.
Pasting the wrong NMC PIN, CGFNS ID, or NNAS file number — payment goes through, regulator can't match it.
Some regulator portals reject mobile browsers, ad-blockers, or Africa-IP traffic. Looks like a bug — is actually a block.
4 payment methods that actually work
Pick one that matches your country and the size of the fee. Most African nurses end up using a USD virtual card; it's the highest-success-rate, lowest-friction option.
USD virtual card (best)
BestOpen a USD virtual card from a bank or fintech (Wise, Payoneer, Grey, Chipper, Geegpay, Eversend). Funded from your local account in your local currency, charges in USD. Highest success rate on US/UK regulator sites.
Domiciliary (USD/GBP) bank account
Available at most major African banks. Slower to set up (proof of source-of-funds), but works on any regulator portal. Accepts international transfers if your employer or family is supporting.
Multi-currency fintech card
Wise, Revolut, Payoneer cards. Best for IELTS, OET, Pearson VUE / Prometric. Lower limits than full bank accounts but reliable for $200 – $500 transactions.
Hospital / sponsor pay-on-your-behalf
Some sponsoring NHS Trusts, US hospitals, and Gulf employers will pay regulator fees directly once you have an offer letter. This is the only legitimate "pay on your behalf" option.
How to pay each regulator and exam provider

NMC (UK)
- Open NMC online and go to the application section.
- Enter your personal details exactly as they appear on your passport.
- At the payment screen, choose "Pay by card" — NMC accepts Visa and Mastercard.
- Use a USD or GBP card. NGN-only cards are declined ~80% of the time.
- If declined, do NOT retry on the same card 3+ times — NMC will lock the session for 24 hours.
- Save the payment receipt PDF. NMC matches by your application reference, not name.

"Send me your card and I'll pay the regulator for you."
Pay yourself on the official portal. We coach you through it on a screen-share.
"For an extra $200 I can fast-track your NMC."
NMC has no fast-track tier. The fee is fixed; queue position is set by document quality.
"Pay me on PayPal / mobile money and I'll do the CGFNS for you."
CGFNS is paid only on cgfns.org, by you, with your card. Anyone offering otherwise is taking your money.
"I have a contact inside the regulator who can speed it up."
There is no inside contact. Regulators do not negotiate. This is the line every scammer crosses.
"Your card declined? Just send me the money instead."
Decline = card / bank / browser issue. Use a USD virtual card. Never send funds to an individual.
"Pay me first, I'll refund if it doesn't work."
No legitimate Pathway service ever needs your card details to pay a regulator. Period.

Domiciliary = full USD/GBP bank account at a major African bank. Virtual card = USD card issued by a fintech, funded from your local currency. Domiciliary is sturdier; virtual card is faster to set up.
