The answer
SCFHS (Saudi Commission for Health Specialties) is the Saudi Arabian regulator. DHA (Dubai Health Authority) is the Dubai-emirate regulator within the UAE. They are not interchangeable.
SCFHS classifies nurses into a tier (Specialist, Senior Specialist, Consultant) based on experience and qualification. DHA issues a separate eligibility ID and runs a Dubai-specific Prometric exam. Abu Dhabi (DoH), the UAE federal authority (MoHAP), Qatar (QCHP), Oman (OMSB), and Kuwait (MoH) each run their own equivalents.
DataFlow is required for all of them — but the report is authority-specific. A Saudi DataFlow does not satisfy DHA. Pick one country first; don't pay DataFlow fees for two.
Practical comparison: Saudi tends to be faster to land a contract; Dubai tends to pay slightly higher and offers more lifestyle flexibility. Salaries vary widely by hospital and grade.
