The Ordre des infirmières et infirmiers du Québec (OIIQ) regulates nursing in Quebec independently of the NNAS framework. International applicants apply directly to OIIQ.
OIIQ requires evidence of French-language proficiency (typically TFI or equivalent) and an evaluation of your nursing education against Quebec's standards. Some applicants are admitted directly; others are referred to a programme of additional training (refresher coursework or a stage d'intégration) before licence issue.
If your French is strong and you specifically want Quebec, the OIIQ route can be faster than NNAS-then-province for the rest of Canada — there's one regulator instead of two.
If your French is weak but you still want Canada, target an Anglophone province via NNAS instead. Don't try to learn French + register at the same time; one or the other.
